Father Horkan is in residence at Saint Raymond’s but not assigned here. He is currently assigned to the Diocese of Arlington as Vice Chancellor and one of the Defenders of the Bond for the Diocese.

He was ordained in 2003, after four years of law practice and six years of seminary at Mount Saint Mary’s Seminary in Emmitsburg, MD and the North American College in Rome. In seminary, his summer parish assignments were Immaculate Conception parish in Bichester, United Kingdom (1999), Saint Mark parish in Vienna (2000), and Saint Michael parish in Annandale (2001 – 2002.) After ordination to the priesthood in 2003, he was a parochial vicar at Holy Spirit Parish in Annandale (2003 – 2007), Saint Raymond parish in Fairfax Station (2007 – 2008), Saint Rita parish in Alexandra (2008 – 2010) and Saint James parish in Falls Church (2010 – 2016.) He was the parochial administrator and then pastor of Our Lady of the Valley parish in Luray from 2016 – 2019. In 2019, Bishop Burbidge assigned him to study canon law at Catholic University in Washington, D.C. He received the J.C.L. (canon law degree) in 2021.
